The Personal Assistance Services Council (PASC) is the Public Authority for In-Home Supportive Services (IHSS) in Los Angeles County. PASC was established by the County Board of Supervisors in 1997 and its main goal is to enhance the IHSS Program. As the Public Authority for IHSS in Los Angeles County, PASC serves as the employer of record for over 147,000 IHSS providers for purposes of collective bargaining over wages and benefits; operates a Registry to provide referrals for IHSS consumers and providers; provides access to training for IHSS consumers and providers; and, provides an array of support services to improve the IHSS program in general. PASC MISSION STATEMENT The Personal Assistance Services Council (PASC) is committed to improving the In-Home Supportive Services Program and enhancing the quality of life for all people who receive and provide In-Home Supportive Services.
