SB 791 (Yee) - IHSS County Responsibilities This bill would establish that the entity who administers IHSS provider health benefits in each county be the same entity that administers the Consolidated Omnibus Budget Reconciliation Act (COBRA) and the federal American Recovery and Reinvestment Act of 2009. Status: This bill was vetoed by Governor Schwarzenegger on August 5th. The governor’s veto message states, “I am returning Senate Bill 791 without my signature. This bill is unnecessary. The Department of Social Services has already provided guidance to counties on the federal American Recovery and Reinvestment Act of 2009 and the extended COBRA subsidy provisions through its existing administrative authority.”
