SB 208 (Steinberg) – Medi-Cal: Demonstration Project Waivers

This bill would implement several changes to the Medi-Cal Program as proposed in Governor Schwarzenegger’s application to renew the state’s Section 1115 Medicaid Waiver. Specifically this bill would, among other things, require the Department of Health Care Services to: 

• develop effective health care models, via pilot projects, to provide services to persons who are dually eligible under both the Medi-Cal and Medicare programs.
• develop a pilot project that would require seniors and persons with disabilities to enroll into new and existing managed care health plans or county alternative models of care.
• establish models of organized health care delivery systems for children eligible for services under the existing California Children Services (CCS) program, and would permit the Department to require eligible individuals to enroll in these models.
• seek a successor demonstration project or federal waiver of Medicaid law to provide scheduled health care benefits for uninsured adults aged 19 to 64,who have incomes less than to 200% of the federal poverty level and who are not otherwise eligible for the Medi-Cal or Medicare programs.

Status: Originally passed by the Senate in May 2009 as a bill that would only permit the Department of Healthcare Services to develop a Medicaid Waiver proposal, SB 208 was amended and passed by the Assembly Health Committee on June 29th. However, it was not voted on by the full Assembly before the adjournment of the 2010 legislative session. No further action can be taken on this bill.
