In addition to employer of record, registry, and training services, the Personal Assistance Services Council (PASC) provides an array of other support services designed to enhance the In-Home Supportive Services (IHSS) Program. PASC Back-Up Program

The Back-Up Program is a pilot program designed to refer replacement homecare attendants to certain eligible IHSS consumers when they have an urgent yet temporary need for back-up support. When their regular IHSS worker cannot work, and their usual substitute providers are not available, consumers can simply call the Back-Up Program, toll-free, to request a referral of a back-up attendant.

Eligible IHSS consumers can call the Back-Up Program for a referral Monday through Friday, between 8 AM and 5 PM. Calls made outside of these hours are answered by an answering service.

Information and Referral Services

PASC operates an Information and Referral Program for IHSS consumers and providers who need assistance in areas outside of PASC's scope of services. If an IHSS consumer or provider needs assistance and does not know where to turn, he/she may call PASC at 877-565-4477 and ask to speak to someone in the Information and Referral department.

Legislative Monitoring

PASC maintains a continuous presence in the legislative process by tracking budget and legislative issues that impact the In-Home Supportive Services (IHSS) Program and the people who receive and provide care through IHSS. PASC disseminates information on various legislative issues to consumers and providers by holding town hall meetings and by publishing articles in its quarterly newsletter, The PASC Homecare Bulletin.

Criminal Background Checks

All IHSS providers listed on the PASC Homecare Registry must submit to, and clear, a Criminal Background Investigation (CBI) as administered by the State Department of Justice. Additionally, any IHSS consumer who wishes that their current provider undergo a CBI may, with their provider’s approval, request this service through the PASC Homecare Registry by calling 877-565-4477.

Newspaper Ad Referral Service

As part of its ongoing mission to enhance the quality of IHSS, PASC operates a Newspaper Ad Referral Service. The service is designed to assist IHSS consumers in obtaining reduced cost help wanted ads to recruit IHSS providers in various newspapers throughout Los Angeles County. Referrals are made through the PASC Homecare Registry.

In order to use this service, each participant must be a current IHSS consumer. All payment arrangements must be made and agreed to between participating consumers and newspapers.
